The Fortify Exchange: Beyond Borders Pamela Goulden-Mcleod
Sept 17th, 2026.
Since joining the City’s emergency management program, Pamela has helped lead its evolution from a traditional response-focused model toward an integrated approach that addresses complex community risks, organizational resilience, and whole-of-community coordination. Her work has included leading Emergency Operations Centre (EOC) activations and coordination efforts for the COVID-19 pandemic, the trauma response for the Humboldt Bronco’s bus accident, critical infrastructure disruptions, and complex municipal challenges that do not fit within traditional definitions of “disaster.”
Pamela is an active contributor to discussions surrounding the future of Disaster and Emergency Management in Canada, including the growing recognition that the profession must look beyond emergency response and focus on resilience, adaptation, risk reduction, strategic coordination, and community capacity building. Her practical experience leading municipal responses to evolving social, infrastructure, and environmental challenges provides a unique perspective on how EOCs can support decision-making and coordination in an increasingly complex operating environment.
